The step taken by twitter is to eliminate "spammers". 

You're right that you have the freedom to decide who you wish to follow and who you don't but that freedom can be abused by spammers as many people on twitter follow back and who know's you could be following back a spammer as well who is selling VIAGRA who you even don't know!!! LOL!

I don't agree with any UNOFFICIAL BLACKLIST.

How would the spammer spam other people if they block them? If you look at twitblacklist he has listed everyone as a spammer with some funny algorithm that he wrote!

I simply say I'm smart enough to figure out who the spammer is or not. I don't need some stupid tool telling me who to follow, block etc.,

And on top of it twitblacklist spammer @hex is begging for money on his website with a "Donate" button. If he's not the spammer, I'm not sure who is.</description>

However, the spammer would still have an opportunity to follow other people and even spam them. The twitter blacklist is to close-out the opportunity for spammers. In simple words, it is to discourage spamming and encourage quality/ad-free conversation on twitter.

And of course, a spammer can open multiple twitter accounts and you can't stop that person completely. So, if twitter has a blacklist, it will help clean the junk out of twitter.</description>
