UNESCO: Kofi Annan stressed on the need of for improved accessibility by persons with disabilities
to the Internet, cell phones and other information technologies As information and communication technologies spread across the world, drawing in more and more users every day, most websites remained inaccessible to the millions of people who have difficulty manipulating a mouse, or who are
 visually impaired and need a “screen reader” or large fonts to read the page."Access to information and communication technologies creates opportunities for all people, perhaps none more so than persons with disabilities", said UN Secretary-General Kofi Annan. 

The Internet, email, and cell phones played a vital role in allowing members of the international disability movement to communicate and coordinate their activities during the negotiations for the Convention on the Rights of Persons with Disabilities, which the UN General Assembly is expected to adopt in mid-December

Over 10% of the world’s population suffers from a variety of disabilities and ICTs have great potentials for making significant improvements in the lives of these persons. The number of people with disabilities is
only increasing, as it has increased 25% in the last decade.

The internet has the potential to broaden the lives and increase the independence of people with disabilities. Access to the internet can offer information about,social interaction, cultural activities, employment opportunities, and consumer goods.
